It is true that the latter have

not explicitly stated that they regard the unloading by

Chinese junks of munitions of war carried on British ships

a legitimate; he agrees, however, with the view expressed

by Sir Robert Craigie in his telegram No. 572 of the 22nd

October that it would be undesirable to raise this point.
